Presider
For the orderly conduct of business with-in the Assembly of the Senate the following Rule is Establish:
1. The Presider shall finalize and sign off on the Orders of the day prior to the Scheduled meeting of the Assembly of the Senate which is to be disbursed through the Communications Secretary to all of the Assembly of the Delegates.
(from time to time these communications when Declared Confidential are to be so noted, failure to adhere to the security of the communication can be punished accordingly)
2. During session of the Assembly of the delegates, any Delegate may propose any item to the Secretary of the Assembly in writing for consideration. Proposals submitted shall be signed in agreement by both delegates, have support in sponsorship, address one topic only and may be rejected for these reasons any time through the process of review.
3. The Secretary of the Assembly is to forward all proposals in writing to the Presider for review and then shall be presented to the Senate Oversight Committee.
4. The Senate Oversight Committee is to review, communicate with the sponsor of the proposal to establish the style of the presentation.
5. The Senate Oversight Committee is to determine length, priority of the proposal and communicate a schedule of the proposal to the proposing Delegate.
6. The length of time to be allowed to the proposal is to be determined by this order:
Items of the Republick Nationally and Internationally
Items of the Nation-states
Items of community
7. Once the Proposal is scheduled on the agenda the presenting delegate is to present within the time allotted and then answer questions from the other delegates on the Proposal. Additional persons so named in the presentation must be approved by the Senate Oversight Committee prior to being given access to the Senate.
8. The rules of presentation:
Allotted time to present,
the number of speakers for or opposed to the proposal.
the number of questions that can be asked.
the amount of time allotted to each speaker both for or against.
9. Failure to adhere to the rules established will result in the loss of time on the side of the offender.
The adjustment of this rule is possible but not the removal.
Allotted Time is to be respected by everyone.
Failure to respect this rule can change the necessity of the proposal.

Proposed Amendment 12-14-19 numbering structure and Title
1. The Presider shall sign off on the Orders of the day prior to the scheduled meeting of the Assembly of the Senate. Once finalized, the Communications Secretary shall be responsible to distribute these to all of the Assembly of the Delegates. Senate communications that are Declared Confidential are to be so noted, failure to adhere to the security of the communication can be punished accordingly.
2. The Presider is not precisely bound to any rule as to the order of bills or another matter that shall be taken up and is left to his own discretion, unless the Senate upon a question decides to take up a particular matter.
3. When a member shall be called to order he shall yield until the Presider shall have determined whether he is in order or not.
4. A settled order of business is necessary for the Presider to restrain individual members from calling up favored measures or matters under their special interest and it is useful for directing the discretion of the Senate when they are moved to take up a particular matter.
5. The Senate may determine the rules of its proceedings and punish its members accordingly for disorderly behavior, unlawful conduct or causing harm and shall be immediately removed by the Sargent At Arms and suspended pending an investigation of the matter.
5.1 Severity and duration of Suspension of a member from a session and a committee shall be determined immediately upon the findings of the investigation.
5.2 The Nation-State of the Delegate will be notified of any disorderly offense.
6. Calling the Body to ORDER. Dealing with filibustering, contentious behavior and disorder in the meeting.
6.1. Upon a time-consuming matter the Presider may “Call to ORDER AGAIN” which stipulates he may;
6.1.1. Suspend the Motion
6.1.2. at his discretion send back to committee
6.1.3. If two members are out of order, they are called to ORDER
6.1.4. If someone is filibustering, they are called to ORDER
6.1.5. Table in its entirety until a later date
6.1.6. Called to order again, starts over at the action. If a topic continues in debate; it may be tabled until later.
6.2. No individual may speak more than once upon a matter.
6.2.1. If a matter is read more than once on the same day, he may speak once at every reading.
6.2.2. an individual may be permitted to speak again to clear a matter of fact.
6.2.3. When a Speaker rises, they shall announce their name and Nation-State and wait to be recognized by the Presider before speaking on their matter.
6.2.4. No one is to speak impertinently or beside the question, in excess, tediously or use offensive language.
6.3. Proceedings declared secret are not for public knowledge.
6.4. Unauthorized communications on any matter in any form outside of chambers shall not be permitted and is punishable accordingly to the severity of the offense.
6.5. All delegates must attend sessions or give advance notice before taking their leave. See 1.4 of the Presider rules.
6.6. All delegates shall have in their possession these documents of Rules and Conduct and Roberts Rules, Constitution for the united states of America, The Covenant, Notice to All Mankind, Articles of Confederation, and Thomas Jefferson Rules of Parliamentary Procedures. The Secretary keeps copies of these documents in their packet.
6.7. No member shall interrupt the business of the Senate or Oversight Committee.
6.8. All Senators will be referred to by their first name and Nation-State.
6.9. During a session of the Assembly, any Delegate may propose an item to the Secretary of the Assembly in writing for consideration. 6.9.1. The Secretary of the Assembly is to forward all proposals in writing to the Presider for review and then shall be presented to the Senate Oversight Committee.
6.9.2. The Senate Oversight Committee is to review, communicate with the sponsor of the proposal to establish the style of the presentation.
6.9.3. The Senate Oversight Committee shall determine the length and priority of a proposal. The proposing delegate will receive a response and schedule for their proposal if approved.
6.9.4. The length of time to be allowed for a proposal is to be determined by this order:
6.9.4.1. Items of the Republick Nationally and Internationally.
6.9.4.2. Items of the Nation-States
6.9.4.3. Items of community
6.10. Once the Proposal is scheduled on the agenda the presenting delegate is to present within the time allotted and then answer questions from the other delegates on the Proposal. 6.11. The rules of presentation:
